What is Early Intervention (EI)?
Early Intervention in Pennsylvania consists of essential services and supports specifically designed to assist families with children who are experiencing developmental delays or have a diagnosed disability. EI is built upon the natural learning that occurs during a child’s first few years, maximizing their ability to learn and grow.
How do I know if my child qualifies for Early Intervention in PA?
Eligibility for Early Intervention in Pennsylvania is determined at a formal evaluation session. A child may qualify if they show a significant delay in one or more areas of development, or if they have a diagnosed physical or mental condition known to cause developmental delay. The eligibility criteria and determination are fully discussed with your family during the evaluation process.

What is an IFSP/IEP?
An Individualized Family Service Plan (IFSP) or Individualized Education Program (IEP) is a legally binding written plan developed for every child eligible for Early Intervention services. This plan details the specific therapeutic services, goals, and supports the child and family will receive, based on the child's strengths and needs.
Who develops the IFSP/IEP?
The IFSP/IEP is developed collaboratively by the entire team, which always includes the parent or caregiver. The family works with a Service Coordinator and other specialists to decide who should be on the team and who will help write the plan.
Where are the services delivered?
Services are delivered in settings that are consistent with the needs of the child and family and reflect the child's best place for learning. For Keystone Therapy, this often includes services provided in the child’s natural environment (such as the home) or other community settings (such as an early education center), as determined by the IFSP/IEP team.
What services does Keystone Therapy provide?
Keystone Therapy provides comprehensive, specialized therapeutic and instructional services, including: Special Instruction, Physical Therapy, Occupational Therapy, Speech-Language Pathology, Feeding Therapy, and Infant Massage Therapy. These interventions are designed to enhance your child’s individual capabilities and foster their independence.
Can I choose my own therapist or agency?
Yes. When you contact the county intake line (listed above), simply let the Service Coordinator know that you would like Keystone Therapy to provide the services for your child, or specify the therapist or teacher you would like to work with your child within our agency.
